1. Background: References (a) through (d) require all military
members under the age of 26 to receive 4 hours of traffic safety
training within 12 months of entering the Navy. This training will
convey to incoming personnel the profound responsibility associated
with operation of a Private Motor Vehicle (PMV), Navy expectations
for responsible vehicle operation and the significant impact PMV
fatalities have on operational readiness. This training will also
address general traffic safety precautions and local command traffic
safety policies as well as any unique traffic safety considerations
appropriate for the area. Ref (d) requires all personnel to utilize
the NAVSAFECOM (TRAINPOINT) portal.
2. On 31 AUG 2024, ref (e), Commander, Naval Safety Command
(COMNAVSAFECOM) completed its contractual obligation with
TRAINPOINT, and it will not be renewed. Therefore, all safety and
occupational health training provided via the Naval Safety Command
TRAINPOINT training portal has been discontinued.
3. Action: This is commander's guidance on congruent methods to
achieve training compliance until an enterprise-wide training course
is developed. NRA Commanding Officers will accomplish the following:
A. Identify all Sailors under 26 by name who have not completed the
required training per refs (a) through (e).
B. Ensure all newly assigned personnel receive a local
area/host-nation traffic safety orientation brief within 30 days of
arrival, ensuring each Sailor's status is current and captured in
ESAMS.
C. Commands will develop an interim comprehensive traffic safety
orientation brief to meet the spirit and intent of the 4 hour block
of training. This orientation brief will describe factors that
commonly lead to traffic related mishaps including speeding,
impaired driving (alcohol, illegal drugs, medications, fatigue),
distracted driving, and failure to properly wear seat belts.
The brief will also include information about local (state specific)
driving conditions, hazards, regulations, laws, and the legal
consequences and penalties for impaired or distracted driving.
Additionally, the Command Safety Officer or the collateral duty
Safety Officer will conduct in-person safety briefs during
check-in/indoc. Topics will include, local area traffic,
HOV/express lanes, clean fuel license plates, text messaging
while driving (local laws), handheld phone ban in work zones
(local laws), Military Motorcycle Operators Traffic Safety
Training and local base safety regulations.
D. I expect all leaders to have a conversation about traffic
safety with our most valuable asset, our Sailors. Let's make
sure they have the safety information they need to do to be
successful and stay alive.

SharePoint page and will be provided by the CNRF Safety Office
upon request.

RMKS/1. Purpose. This ALNAVRESFOR highlights Fiscal Year (FY) 2024
Navy Reserve Personnel Program Excellence (RPPE) force trends and
behaviors and outlines FY-25 Reserve Personnel Program Excellence
Award (RPPEA) benchmark criteria.
2. Background. The Navy Reserve serves as a critical strategic
advantage for America's Warfighting Navy. As Reserve Sailors advance
in their careers, it is essential to retain top talent to strengthen
our Navy team. The Reserve Personnel Performance Excellence Award
(RPPEA) recognizes commands that prioritize their Sailors and meet
or exceed the established recruiting and retention benchmarks. The
FY-25 RPPEA will focuson retaining skilled and experienced
warfighters, recognizing that as their expertise and leadership
are critical to delivering integrated naval
power and advancing our maritime superiority through the
unique capabilities and strengths of the Navy Reserve.
3. FY-24 Trends and Behavior. FY-24 retention results were
outstanding and reflected your considerable efforts in recruiting
and retaining talented Sailors. Our reenlistment rates Zones A
through C, whichincludes Reserve affiliation (RA) were: 77.3%.
The Navy Reserve exceeded the FY-24 benchmark in a challenging
environment due to strong leadership at all levels, largely
accomplished through deliberate and proactive
talent and community management. In FY-25, the Navy Reserve will
continue to improve on these retention trends.
4. FY-25 Retention Environment. The United States Navy remains
focused on preparing for the possibility of conflict with China by
2027 and enhancing our long term advantage. When we retain
experienced and proficient Sailors, we retain the knowledge and
skills that an operationally ready, warfighting-focused force
requires to fight and win in conflict. Effective leadership and
attention to administrative programs, such as the annual Career
Information Program Review (CIPR), can significantly enhance the
warfighting readiness of the Navy Reserve. Starting our Sailors on
the right foot with Command Indoctrination ("INDOC") programs,
providing sponsorship throughout their careers, and holding regular
Career Development Boards (CDBs) provides context for Sailors and
keeps them engaged and eager to reach the next level in their
careers. Developing experienced and proficient Sailors ensures we
retain the knowledge and skills necessary to train the next
generation of warfighters.
5. FY-25 Benchmarks. The RPPEA award is competitive by design. The
award recognizes commands that produce stronger results and increase
engagement in seven different criteria impacting our Sailors and the
warfighting readiness of the Navy Reserve.
a. Benchmark: 80% aggregate reenlistment rate with Reserve
Affiliation for Zones A through C. To affiliate with our Selected
Reserve Force shows our Sailor's level of commitment as well as the
commitment of leadership to encourage continued service in other
components.
b. Benchmark: "Compliant" on the annual Career Information
Program Review (CIPR).
c. Benchmark: 90% Veterans Opportunity to Work (VOW) Act
compliance rate.
d. Benchmark: Zero unresolved Navy Wide Advancement Exam (NWAE)
discrepancies for Selected Reserve exam cycles 115 (Aug 24) and 116
(Feb 25) and Active Duty exam cycles 264 (Sep 24), 266 (Jan 25) and
267 (Mar 25).
e. Benchmark: Completion of Command Climate Assessment and ISIC
debrief per reference (f).
(1) A minimum of one climate assessment must be completed each
fiscal year.
(2) The command climate assessment must not take longer than
60 days, or 110 days for NRAs, from the start of the Defense
Organizational Climate Survey (DEOCS) to the commander's debrief of
the command.
f. Benchmark: 90% timely Drill (IDT pay) adjudication.
g. Benchmark: 95% timely Career Development Board completion for
Reporting, 24 month, and 48 month for staff Sailors E1-E9.
6. Reserve Personnel Program Excellence Award. The annual RPPEA is
built on the tenets in references (c) through (e), Brilliant on the
Basics. Commands will be RPPEA eligible if they meet or exceed the
FY-25 program benchmarks cited in paragraph 5.
a. Reenlistment Rate Computation Exceptions. Commands with less
than 80% aggregate reenlistment rate with RA, and have 100% VOW
compliance plus meet or exceed all other benchmarks will remain
eligible for RPPEA.
b. Loss transactions on a Sailor transferred from a command due
to pending separation, medical hold or a legal hold will reflect on
the command the Sailor was last attached to in an accounting code
100 status.
c. Commands with zero qualifying transactions will remain
eligible for RPPEA.
d. Waiver requests for any award benchmark in paragraph 5 must
be submitted in writing via the respective Echelon III command with
specific justification. Echelon III commands will consider waivers
for system discrepancies and false reporting only. Waiver requests
must be signed by the Commanding Officer. Requests not positively
endorsed at any level will not be considered. Waiver approval
authority resides with Commander, Navy Reserve Force (CNRF). Waiver
requests that aim to reduce benchmarks to meet award eligibility
will not be approved.
e. TYCOM and direct report counselors will evaluate and submit
eligible commands to the CNRF Career Counselor no later than
12 January 2026.
7. RPPEA Announcement and Recognition. CNRF will announce FY-25
RPPEA recipients following the consolidation of Echelon III and
direct reporting command submissions no later than 31 January 2026.
Following the announcement message, awardees may fly the Retention
Excellence Award pennant to signify receipt of the RPPEA and may
paint their command anchor(s) gold until release of the following
year's award announcement message. CNRF will provide commendation
certificates for all qualifying commands.

RMKS/1. In support of CY25 (Junior Enlisted) and FY26
(Senior Enlisted) advancement eligibility deadlines identified
in Ref A, this ALNAVRESFOR provides guidance on Reserve Force
(RESFOR) execution of the Enlisted Leader Development (ELD)
program, change to Enlisted Advancement Eligibility Requirements
(EAER) reporting, pre-requisites for course registration, and RESFOR
N7 ADT-Schools funding. It also highlights the shift from the Navy
Leadership and Ethics Command (NLEC) SharePoint Online (SPO)
Portal, to the Enterprise Navy Training Reservation System
(eNTRS) for all Reserve Force ELD course advertisement and quota
control functions.
2. The RESFOR EAER Program Manager generates monthly EAER reports
of completion metrics for ELD, Primary Military Knowledge
Eligibility Exam (PMK-EE), and Senior Enlisted Academy (SEA)
advancement eligibility requirements. ELD Regional Coordinators,
ELD Managers, and UMUIC/TRUIC leaders can identify training
deficiencies by name, prioritize enrollment by Time in Rate (TIR)
eligibility, and are encouraged to leverage these powerful tools
during Planning Boards for Training (PB4T).
A. Ref B outlines the requirement for Navy Reserve Readiness
Units (NRRU) to document Warfighting Metrics, to include
Professional Development such as ELD, PMK-EE, and SEA, on
CO/OIC FITREPs and CSEL Evals.
3. ELD Courses of Instruction. ELD was designed to develop the
character of ALL Enlisted Sailors - Active and Reserve. The
operational and administrative challenges of the Reserve Sailor
mirror similar challenges of the Active Sailor, and both are
entitled to outstanding leader development.
A. The Command Navy Leader Development Facilitator (C-NLDF)
certification course is held at the NLEC Schoolhouses in Dam Neck,
VA and San Diego, CA. Both NLEC and RESFOR coordinate Mobile
Training Teams (MTT), which are scheduled for areas that do not
have enough facilitators. CPO-NLDF courses are conducted
exclusively by NLEC MTT's, and coordinated by the RESFOR EAER
PM and Region Coordinator. All C-NLDF and CPO-NLDF courses are
viewable in CANTRAC and can be applied for in eNTRS.
B. Course Length. ELD courses are formal courses of instruction
and shall NOT be shortened, edited, or otherwise altered. Days of
instruction shall not be broken up; course days shall run
concurrently. It is highly encouraged to coordinate courses with
regard to SELRES participation over weekends when practical (e.g.
ALDC - Thursday through Sunday), and to locate classrooms away from
the Navy Reserve Activity (NRA) during scheduled drill weekends to
maintain Sailor focus on ELD course curriculum.
C. Course Facilitators. Two qualified facilitators are required
to conduct all ELD courses whether at NLEC or a local command.
Like students, both facilitators are assigned TAD to the course, and
shall not be otherwise tasked. Only personnel qualified as a Master
Navy Leader Development Facilitator (M-NLDF) are authorized to
qualify other personnel to facilitate ELD courses.
D. Coalition Approach. Qualified C-NLDF/CPO-NLDF's and ELD
leaders throughout the fleet are empowered to coordinate with
neighboring commands to work together to pool resources such as
facilitators, classrooms, students, and supplies. "ELD Leaders"
is an MS Teams Group which hosts thousands of facilitators,
local managers, and senior enlisted leaders, and provides private
channels based on regional geography and Fleet concentration areas
to coordinate coalition-based course logistics.
E. Virtual Courses. NLEC Schoolhouses offer FLDC, ILDC, and ALDC
virtual courses, which can be found in CANTRAC, and applied for via
eNTRS. CPO-LDC, C-NLDF, and CPO-NLDF are not offered virtually.
Virtual courses are intended for Sailors in austere locations who
have no reasonable opportunity to attend an ELD course in-person.
RESFOR C-NLDFs and CPO-NLDFs are not qualified to host courses
virtually, and shall only host courses in person.
4. Migration to CeTARS/CANTRAC/eNTRS. RESFOR successfully
migrated to CeTARS/eNTRS/CANTRAC in 2021 and remains the primary
means to create and advertise ELD classes and manage quotas.
A. RESFOR ELD managers, hosts, and facilitators should work with
their REGION coordinator to migrate their courses, and drive all ELD
efforts through the "ELD Leaders" MS Teams channel and eNTRS.
ELD Courses built in eNTRS boost enrollment, increase graduation
metrics, and alleviate hosts/facilitators of the burden of quota
management. SELRES ELD enrollment should be local, if unable then
within region and if unable, then within neighboring region.
B. Prerequisites. Sailors shall complete their rank appropriate
PMK-EE (e.g. E4 shall complete PMK-EE for E5). Applicants without
PMK-EE will be waitlisted to provide time for completion, and the
quota request will be cancelled if PMK-EE is not complete 30 days
prior to course convening. Chief Petty Officers (E7) must complete
CPO-LDC prior to attending C-NLDF. SCPO/MCPOs who wish to
qualify
as CPO-NLDF (to facilitate CPO-LDC) must first qualify as C-NLDF.
C. SELRES students that attend ELD courses managed via the SPO
Portal must communicate with their ELD Manager, Regional
Coordinator, or RESFOR ELD team as soon as they have a seat
confirmation in order to have a Navy Reserve Orders Writing System
(NROWS) requirement created by the RESFOR ELD team. Enrollment
viewing in SPO ELD courses is not accessible to RESFOR and orders
will not be generated unless communicated with. Upon graduation
via the SPO courses the facilitator and or student must e-mail their
graduation certificate or graduation roster to one of the

A. Active Duty. TAR and SELRES on Active Duty can use no-cost
TDY, or Command travel funds as appropriate.

1. Purpose. Per references (a) and (b), this execution order (EXORD)
directs Navy Reserve Region Readiness and Mobilization Commands
(REDCOMs) to include Everett, Fort Worth, Great Lakes, Jacksonville,
Norfolk, and San Diego to plan, execute, and assess MOBEX 25-3. The
Supported Commander, with assistance from Mobilization and
Deployment
Support Command (MDSC), will participate as required in conducting
spotchecks on select mobilization packages to validate Navy
Mobilization Processing Site (NMPS) screening. MOBEX 25-3 commences
01 February 2025 and ends 11 April 2025. Aforementioned commands
are specifically directed to:
a. Validate ZipServe PAYPERS repository compliance for
pre-selected 10% minimum of SELRES from their region to participate.
Evaluate workflow, process owner performance, and measure between
milestone activities to identify areas for process improvement.
(1) The ZipServe module will be utilized for SELRES
submission of PAYPERS packet documents per reference (c), and
respective Navy
Reserve Activity (NRA) and Navy Mobilization Processing Site (NMPS)
clerks will verify accuracy and completeness per reference (d).
All SELRES participants, NRAs, NMPSs will utilize the following

residing outside of the U.S.).
b. NAVPERS 1300/22 Expeditionary Screening Checklist. The
ZipServe PAYPERS packet tab under "additional documents" will be
utilized as repository for the NAVPERS 1300/22 Expeditionary
Screening checklist.
(1) NRAs will generate, fill-out and upload a completed
NAVPERS 1300/22 Expeditionary Screening Checklist for SELRES
participants and will follow CNRF N36 guidance on the applicable

(4) NRAs and NMPSs will utilize the excel tracker for the
NRA validation to NMPS validation to CNRF N36 and MDSC spotcheck

(c) 04 April 2025: Deadline for all NMPSs to review
and validate submitted packages.
(d) 04-11 April 2025: CNRF N15 conducts spotchecks
on Pay Activation documentation. CNRF N36 and MDSC conduct
spotchecks on submitted NAVPERS 1300/22 Expeditionary Screening
Checklists.
2. Background.
a. In September 2021, a new construct for mobilization named
Adaptive Mobilization (AM) was conceptually approved by the Chief
of Naval Personnel (CNP) and the Chief of Navy Reserve (CNR). AM
was designed to satisfy both steady-state and mass activation
requirements and encompasses all processes of distributed
activation (DA), distributed mobilization (DM), distributed
de-mobilization (DDM) and distributed de-activation (DDA). The
AM construct was codified via reference (a).
b. In September 2024, the First Day Letter Memorandum from
the Chief of Naval Operations (CNO) to Chief of Navy Reserve and
Commander, Navy Reserve Force, outlined four key priorities:
(1) Warfighting Readiness, (2) Recruiting and Retention,
(3) Mobilization, and (4) Quality of Service. Under the third
priority of "mobilization," CNO recognized the Navy Reserve's
progress toward building a scalable, repeatable framework for
mobilizing 50,000 Sailors in 30 days has been transformational.
Codified via reference (e) in the CNO's First Day Letter Memorandum,
CNO directed the capability to mobilize 50,000 Sailors in 30 days to
be firmly established by 2027.
c. Identifying barriers needing to be removed or resources
needing to be applied in order to meet this requirement are crucial,
as well as incorporating frequent rehearsals to hone the skills
necessary to ensure success. CNRF regularly conducts MOBEXs to test
the Navy's ability to mass-activate RC Sailors and units.
These stress tests have solidified lessons learned, leading to
significant process improvements over the last three years.
d. In FY-25, CNRF directed the planning and execution of five
MOBEXs to develop, test, and evaluate AM processes per references
(a) and (b). The force must continue to execute and leverage
readiness improvement initiatives incorporated in references (f),
(g) and (h).
e. FY-25 MOBEXs are designed to evaluate the progress of driving
readiness across the force as well as develop and improve AM
processes. MOBEX 25-3 is the third exercise in the series for FY-25.
3. Commander's Intent.
a. CNRF executes AM to mobilize designated personnel for both
(1) mass activation in support of strategic competition as well as
(2) steady-state and emergent ad hoc augmentation.
b. Exercises evaluate and improve mobilization processes and
readiness for strategic competition. MOBEX 25-3 will utilize
processes from references (i) and (j) for assessing the NRAs
ability to properly screen and utilize ZipServe in NMPS validation
processing.
c. Participation is directed by CNRF and mandatory for all
commands listed in para 1 of this EXORD.
4. Execute.
a. ECH II/III: CNRF N1/CNRF N3.
(1) Participate in MOBEX 25-3 as directed in para 1.
(2) Conduct spotchecks on submitted mobilization packages to
include pay activation documentation listed in para 1.a, and NAVPERS
1300/22 Expeditionary Screening Checklists listed in para 1.b. to
validate NMPS screening.
(3) After Action Reports (AARs).
(a) ECH II/III commands will submit informal MOBEX 25-3
AARs to identify top three items that went well ("good") and top
three areas for improvement ("others"). Feedback post MOBEX 25-3 is
crucial for capturing immediate lessons learned from both successes
and shortfalls to allow for planning with MOBEX 25-4 and 25-5.
Informal AARs are due to CNRF N36 by 18 April 2025 and may be
submitted via email to the CNRF N363 Mobilization Exercises Branch
Head as listed in para 7.
(b) ECH II/III commands will submit formal AARs to CNRF
N36 by 05 May 2025.
b. ECH IV: REDCOM Everett/ REDCOM Fort Worth/ REDCOM Great Lakes/
REDCOM Jacksonville/REDCOM Norfolk/REDCOM San Diego/MDSC.
(1) Participate in MOBEX 25-3 as directed in para 1. and read
this EXORD in its entirety.
(2) REDCOMs.
(a) In the NMPS role, review and validate submitted
mobilization packages IAW reference (d) that include pay activation
documentation listed in para 1.a, and NAVPERS 1300/22 Expeditionary
Screening Checklists listed in para 1.b. to validate NRA screening.
(b) Will ensure NRAs follow upload procedures outlined in
reference (d).
(c) AAR.
(1) REDCOMs will submit an informal MOBEX 25-3 AAR to
identify top three items that went well ("good") and top three areas
for improvement ("others"). Feedback post MOBEX 25-3 is crucial for
capturing immediate lessons learned from both successes and
shortfalls to allow for planning with MOBEX 25-4 and 25-5. Informal
AARs are due to CNRF N36 by 14 April 2025 and may be submitted via
email to the CNRF N363 Mobilization Exercises Branch Head as listed
in para 7.
(2) REDCOMs will submit formal AARs to CNRF N36 by
15 May 2025. The AAR template and tasking will be released SEPCOR
via ETMS2 tasker.
(2) MDSC.
(a) Conduct spotchecks on submitted mobilization packages
to include NAVPERS 1300/22 Expeditionary Screening checklists
identified in para 1.b to validate NMPS screening.
(b) Submit informal MOBEX 25-3 AAR to identify top three
items that went well ("good") and top three areas for improvement
("others"). Feedback post MOBEX 25-3 is crucial for capturing
immediate lessons learned from both successes and shortfalls to
allow for planning with MOBEX 25-4 and 25-5. Informal AARs are due
to CNRF N36 by 18 April 2025 and may be submitted via email to the
CNRF N363
Mobilization Exercises Branch Head as listed in para 7.
(c) Submit formal AAR to CNRF N36 by 05 May 2025. The AAR
template and tasking will be released SEPCOR via ETMS2 tasker.
d. ECH V: NRAs.
(1) Participate in MOBEX 25-3 as directed in para 1. and read
this EXORD in its entirety.
(2) Review and validate submitted mobilization packages to
include pay activation documentation listed in para 1.a.
(3) Execute NAVPERS 1300/22 Expeditionary Screening Checklist
requirements and validate as directed in para 1.b.
(4) Submit MOBEX 25-3 AAR feedback as required by their ECH IV
ISIC timeline guidance.
e. Clarifications and authorized exceptions.
(1) If a SELRES PAYPERS packet is validated as
complete prior to the start of MOBEX 25-3, neither a new submission
or revalidation is required as part of MOBEX 25-3.
(2) PAYPERS packet clarifications. Each PAYPERS packet
document shall be submitted via ZipServe PAYPERS Packet dashboard.
NPPSC 3060/1 Mobilization Checklist, DD Form 2058 State of Legal
Residence,
NAVPERS 1070/602 Dependency Application, TSC Norfolk Mobilization
Recall ADOS Questionnaire, and DD Form 2367 Individual Overseas
Housing Allowance digital documents will remain part of the member's
actual strength gain packet to be kept on-file for use in an actual
activation, when required.
(3) NSIPS specific clarifications.
(a) Individual mobilization status (IMS) codes
(R##, RC1, RC2, etc.) will not be entered in NSIPS. There are no IMS
code changes associated with MOBEX 25-3.
(b) DSC codes will not be changed in NSIPS as part of
MOBEX 25-3. There are no DSC code changes associated with MOBEX 25-3.
(4) There will be no exercise mobilization orders for
MOBEX 25-3.
(5) Not all items in the NAVPERS 1300/22 Expeditionary
Screening Checklist apply for the purposes of MOBEX 25-3. Items may
only be simulated or omitted as delineated in
CNRF N36 NAVPERS 1300/22
Expeditionary Screening Checklist guidance listed in para 1.b.
5. Admin/Logistics: All SELRES MOBEX 25-3 participants will be
informed by their respective NRA during the month of January,
prior to MOBEX 25-3 execution to ensure proper planning and
coordination.

RMKS/1. The Navy Reserve Force is the Strategic Advantage of the
world's most powerful navy. We are prepared to mobilize a
world-wide deployable Force within 30 days, delivering depth at
scale, trained and ready to contribute to the fight. We are focused
on CNO's two strategic ends: (1) readiness for the possibility of
conflict with the People's Republic of China and (2) enhancing the
Navy's long-term advantage. Navy Reserve Strategic Advantage (NRSA) establishes my strategic
initiatives and formalizes the force-wide
tasking we will accomplish to sustain our Navy's warfighting
preeminence.
NRSA supersedes reference (a), Navy Reserve
Fighting Instructions, and builds on CNO's strategic direction in references (b) and (c). Reference (b),
America's Warfighting Navy, articulates CNO's priorities: Warfighting, Warfighters, and the Foundation
that supports them. Building on these priorities, the Navy Reserve will POSTURE for Warfighting,
STRENGTHEN our Warfighters, and ACCELERATE refining the Foundation to ready ourselves for both
near-term conflict and long-term advantage. My NRSA priorities, POSTURE, STRENGTHEN, and
ACCELERATE, are the strategic initiatives that will guide our e orts.
I establish the NRSA Strategic Advisory Board (SAB) to lead the strategic initiatives under the following
leadership.
3.a. SAB Chair: RADM Doug Sasse
3.a.1. POSTURE Strategic Initiative lead: RDML Marcus Lockard
3.a.2. STRENGTHEN Strategic Initiative lead: RDML Dave Barnes
3.a.3. ACCELERATE Strategic Initiative lead: RDML Jeff Jurgemeyer
I task the SAB with curating and maturing ideas that support
the strategic initiatives and their desired e ects
(following below). Additionally, the Board will coordinate with the
O ice of the Chief of Navy Reserve (OCNR) sta (echelon I), sta
of Commander, Navy Reserve Force (CNRF) (echelon II), echelon III sta s, and the National Navy
Reserve Policy Board to plan and implement NRSA initiatives. RADM Ste en, Deputy Commander,
Navy Reserve Force, will lead CNRF coordination with the SAB and implementation steps, upon my
approval of the various strategic concepts. CAPT Dante Terronez (OPNAV N0955 Branch Head) is the
Executive Secretary (ES) for the NRSA projects. The ES will track NRSA projects and progress, liaise
with the SAB and CNRF, coordinate CNR's updates with the responsible o ices, and map project work
with respect to CNR's intent and guidance to the SAB.
I task the SAB to coordinate with appropriate stakeholders,
gather data, and develop recommended courses of action (COAs) for each of the desired strategic
effects described in section 5 below.
The SAB will utilize the following additional guidance:
4.a. For each desired strategic e ect, provide the following analysis and recommendations:
4.a.1. Define the organizational benefits, increase in warfighting readiness (in terms of mobilization
readiness, mission readiness, or both), pros, and cons, assuming full implementation.
4.a.1.a. Define impediments and their impacts on full implementation. Assess the degree to which
impediments can be overcome by engagement at the echelon I or II levels. Describe the anticipated
echelon I or II engagement actions required to overcome the impediments.
4.a.1.b. To the extent the Board assesses that full implementation is not likely, define the possible
level of implementation, given
the expected impediments. Concurrent with the anticipated level of implementation, define the
benefits, increase in warfighting readiness, pros, and cons, associated with that amount of
implementation.
4.a.2. Define the anticipated funding required to implement, along with return on investment (cost
e ectiveness per measurable unit of warfighting readiness increase). Provide funding estimates
across the anticipated timeline of implementation (fiscal year, FYDP, or two-FYDP time span).
Assess the level of e ectiveness or increase in warfighting readiness achieved, given the anticipated
investment. 4.a.3. Assess executability, in terms of cost, timeline, and feasibility.
4.a.4. Guided by the information above and recommended course of action, assess the desirability of
implementing.
4.a.5. Develop proposed Measures of E ectiveness (MOEs) and Measures of Performance (MOPs)
for each task.
b. Use the desired strategic e ects and potential implementation methods listed in reference (d) as
starting points and guides for COA development. Specifically, the implementation methods are
provided as possible transformative actions that could achieve the strategic e ects. However, these
are neither prescriptive nor directive. The SAB has wide latitude to explore various options and to
propose alternate desired strategic e ects. The Board should explore the methods described in ref
(d), but may deviate, once informed of the pros, cons, benefits, and return on investment of each.
NRSA strategic initiatives and desired strategic effects.
5.a. POSTURE strategic initiative. The POSTURE team will devise and deliver capabilities that
enhance and accelerate the ability to activate the Navy Reserve Force for contingencies and crises.
5.a.1. Mobilization (MOB) Imperative: The Navy can activate the entire Navy Reserve Force within
30 days, including all processes conducted by external stakeholders.
5.a.2. Navy Reserve Centers (NRCs) as MOB Readiness Centers: NRCs are specialized exclusively
in MOB readiness, with mission readiness hosted entirely at Centers of Excellence (COEs).
5.a.3. Coordinated Navy-Civilian Medical and Dental Portability: Selected Reservists (SELRES)
maximize medical/dental readiness through combination of coordinated civilian and uniformed
readiness options.
5.a.4. Improved Warfighting Readiness: (1) Mobilization readiness
is tiered by readiness requirements, according to MOB billet, location, physical tasking, and access
to medical and dental services at the mission site, and (2) Mission readiness is
streamlined from Fleet requirements to training accomplishment, tracking, funding, exercising, and
certifying for warfighting.
5.b. STRENGTHEN strategic initiative. The STRENGTHEN team will build consistency, quality, and
incentivization into TAR and SELRES
career paths to increase warfighting readiness.
5.b.1. Enhance the Drilling Experience: The Force breaks down barriers to participation, incorporates
career incentives, and simplifies administrative requirements.
5.b.2. Career Specialization: Reserve Sailors are more experienced
in specific competencies.
5.b.3. Professional Development: Leadership skills are developed and enhanced throughout a
Sailor's career.
5.b.4. Training and Administration of the Reserve (TAR) Career Milestones: TAR career path and
detailing incentivizes and
facilitates achieving career milestones.
b.5. NRC Commanding O icer (CO) / O icer-in-Charge (OIC) Lead-Follow Relationships: Large NRC
COs oversee operations of smaller NRCs.
5.c. ACCELERATE strategic initiative. The ACCELERATE team will plan, coordinate, and implement
initiatives that maximize Navy Reserve Force utilization across the Navy Total Force and Joint Force.
5.c.1. Units of Action: The Navy Reserve Force is organized into units of action that are employable in
steady-state operations and in a high-end conflict, mobilization scenario.
5.c.2. Centers of Excellence (COEs) and Enterprises: Enterprises are warfighting communities that are
organized within COEs for training and mission readiness.
5.c.3. Cloud-Based/Integrated Applications: All administrative functionality is online in the cloud and
integrated across all Navy and Navy Reserve systems for maximum e ectiveness.
NRSA Tasking Message ONE Timeline. I direct the SAB to provide updates according to the following
timeline:
6.a. In Progress Review (IPR) 1 no later than the week of 24 March 2025.
6.a.1. The SAB will brief its assessment of the desired strategic
e ects and potential methods from ref (d), proposed alternatives, and plan of action and milestones
(POA&M) for the remainder of the NRSA Tasking Message ONE project. The output of this IPR will be
my approval of the proposed desired strategic effects and potential methods for further development,
as well as the proposed project POA&M.
6.b. IPR 2 no later than the week of 20 May 2025.
b.1. The SAB will brief its progress on COA development for the
approved desired strategic e ects and potential methods, and
update progress toward project completion.
6.c. NRSA Tasking Message ONE final brief, including decision
points, no later than the week of 15 July 2025.
6.c.1. The SAB will brief out COAs and final recommendations for
each of the approved desired strategic e ects and potential
methods. Each recommendation will be supported by the assessment considerations in section 4.a.
The NRSA vision, project, and action items will drive
consequential and transformative change during my tenure. This
initiative is about warfighting readiness, with a bias toward
improvements that make us a more ready and lethal Force by 2027.
While we maintain an eye toward gaining long-term advantage, the
Navy Reserve Force will accelerate all e orts to augment the Navy
Total Force in a high-end conflict within the next two years. The
SAB will coordinate all NRSA actions with urgency and partner with
OCNR, CNRF, and echelon III sta s to socialize status throughout
the project.

Professions Officer (HPO) Board Certification Pay/Incentive Pay

2. Eligibility: SELRES HPOs on Active Duty for Training (ADT) for 30
consecutive days or more are eligible for HPO BCP/IP if the below
criteria are met.
a. ADT orders 30 or more consecutive days.
b. Eligible HPO must have valid credentials through Navy
credentialing authority during time of ADT orders in the specialty
for which the special pay is paid.
c. Eligible HPO executed ADT orders practicing the specialty for
which the special pay is paid.
3. Application: If HPO meets eligibility requirements of paragraph
2, the HPO will follow BUMED N1R BCP/IP Standard Operating Procedure

N1 Global Force Management (USFF N1 GFM), Navy Personnel Command
PERS-46 and Navy Personnel Command PERS-4553 to plan, execute, and
assess MOBEX 25-2. MOBEX 25-2 commences 03 February 2025 and ends
05 February 2025. MOBEX 25-2 will be held virtually via Microsoft
Teams. Aforementioned commands are specifically directed to:
(1) Participate in MOBEX 25-2 tabletop (TTX) discussions that
will be held virtually from 03-05 February 2025.
(2) Participants shall invite applicable subject matter experts
(SMEs) from their respective commands to participate in the MOBEX
25-2 TTX.
(3) To evaluate workflow, process owner performance, and
measure timeline to identify areas for process improvement, the
following participants shall:
(a) CNRF N1, consolidate mobilization sourcing data to
include applicable information on SELRES personnel and their
assigned billets in a format determined by PERS-46.
(b) PERS-46, oversee the orders writing process and direct
creation and distribution of additional requirements needed to draft
executable orders in a mass mobilization scenario.
(c) PERS-46, document and report on all mass mobilization
order writing processes and procedures.
(d) PERS-4553, provide order writing support by use of the
NMCMPS system in a mass mobilization scenario.
(e) PERS-4553, document and report on all mass mobilization
order writing systems related processes and procedures for
consideration in future NMCMPS software change requests.
(f) USFF N1 GFM, provide claimant request identification
(CRI) numbers for the order writing process.
2. Background.
a. In September 2021, a new construct for mobilization named
Adaptive Mobilization (AM) was conceptually approved by the Chief of
Naval Personnel (CNP) and the Chief of Navy Reserve (CNR). AM was
designed to satisfy both steady-state and mass activation
requirements and encompasses all processes of distributed activation
(DA), distributed mobilization (DM), distributed de-mobilization
(DDM), and distributed de-activation (DDA). The AM construct was
codified via reference (a).
b. In FY-25, CNRF directed the planning and execution of five
MOBEXs to develop, test, and evaluate AM processes per references
(a) and (b). The force must continue to execute and leverage
readiness improvement initiatives incorporated in references (c),
(d), and (e).
c. FY-25 MOBEXs are designed to evaluate the progress of
readiness improvement across the force as well as develop and

3. Commander's Intent.
a. CNRF executes AM to mobilize designated personnel for both
(1) mass activation in support of strategic competition as well
as (2) steady-state and emergent ad hoc augmentation.
b. Exercises evaluate and improve mobilization (MOB) processes
and readiness for strategic competition. MOBEX 25-1 will utilize
processes of references (f) and (g) to test the draft tiered
administrative checklist and to update the execution timeline for

RMKS/1. This message announces the annual special duty assignment
pay (SDAP) recertification process for Selected Reserve Sailors
(SELRES) for fiscal year (FY) 2024. Per references (a) through (d),
Navy Reserve Activity (NRA) Commanding Officers, in coordination
with reserve unit leadership, are required to annually review and
certify each Sailor's entitlement to SDAP. This recertification is
vital in verifying that every Sailor assigned to an eligible billet
remains qualified to fill the billet and is receiving the correct
level of SDAP.
2. Certification shall commence effective immediately. Commander,
Navy Reserve Forces Command (COMNAVRESFORCOM) N11 will stop SDAP
for all recipients failing to complete the recertification process.
Commands should prioritize timely completion of this process to
avoid pay disruptions for eligible Sailors. For commands who had
SDAP payments stopped as a result of failing to complete the
required process, SDAP can be restored upon completion of the
directed recertification process.
3. Reserve SDAP levels are 1/30th of the full active duty monthly
SDAP levels listed in ref (b) per ref (d).

The Enlisted Sustainability Initiative (ESI) was approved in November 2022 as a multi-year effort to review and overhaul our Enlisted Force Structure. ESI supports the "Develop the Force" line of effort in the Navy Reserve Fighting Instructions (NRFI). SELRES enlisted Sailors play our most crucial role in maintaining and enhancing warfighting readiness. The ESI focuses on re-optimizing the SELRES enlisted paygrade structure. The ESI found an imbalance of journeymen (E5 and E6) and a shortage of supervisors (E7 and above) hampering advancement opportunity, and subsequently retention rates. By addressing this, the ESI seeks to stabilize community health and enhance retention, which directly impacts warfighting readiness.
The initiative creates an increase in E7, E8, and E9 authorizations in parity with the rank structure of the active component, creating fluid career continuity from E6 and below to the Chiefs’ Mess. This shift aims to create more opportunities for long-term advancement, encouraging Sailors to stay Navy and grow within the Reserve, regardless of the point in their career when they affiliated.

4. FUNDING GUIDANCE FOR SELECTEES.

b. Selectees will be funded for a maximum of 5 days, inclusive
of travel. Orders must be submitted in Navy Reserve Order

5. FUNDING GUIDANCE FOR SPONSORS.
a. Commander Navy Reserve Forces Command (COMNAVRESFORCOM) will
authorize 6 ATPs for SELRES sponsors, for a total of 3 days
of training.
b. Due to funding limitations, fleet concentration areas such as
Norfolk, San Diego, Jacksonville, Washington DC, New Orleans
and Fort Worth, should leverage AD or TAR Chiefs to conduct
major Initiation events.
c. Laying the Keel, "Get Real, Get Better", Warrior Toughness,
Teaching to the Creed, Capstone event, and Pinning ceremony
require experienced leaders to safely and effectively
execute. Commands are encouraged to recruit local talent,
as NRAs in remote areas with small amount of AD or TAR Chiefs
require SELRES CPOs support to execute training.
d. Each Echelon V/VI SEL shall populate and submit the
Selectee/Sponsor Tracking Spreadsheet identifying SELRES
sponsors, UMUIC, and NRA to the ISIC POC.
e. ISIC POC shall consolidate and submit Selectee/Sponsor
Tracking Spreadsheet to CNRF POC for ATP distribution by
Friday, 16 August 2024.

h. Sponsors traveling to a region hub for combined Capstone,
or in remote locations must be clearly identified on the
Selectee/Sponsor Tracking Spreadsheet. Inactive Duty
Training Travel (IDTT) may be used while funding is available
with ATPs to cover travel when performed outside the
geographical area of the member's regular drilling location.

RMKS/1. This is a solicitation for Training and Administration of
the Reserves (TAR) and Selected Reserve (SELRES) nominees in the
grades of E-8 to E-9 and O-5 to O-6 to fill board member vacancies
on the NNRPB for a three-year commitment starting in January 2025.
Applicants must have a minimum of three years of eligible service
remaining.
2. Per reference (a), the NNRPB is established to "consider,
recommend, and report to the SECNAV on reserve policy matters." The
NNRPB works at the strategic level and prospective members should
possess a wide range of experience, with records of success in their
military and civilian careers, as applicable. The NNRPB will give
preference to applicants who possess national security or reserve
policy experience, demonstrate competence to address emergent
issues, and desire to promote the efficiency and effectiveness of
the Reserve Component.
3. NNRPB members will dedicate considerable time to policy issues
throughout the year and must be able to attend at least two
in-person NNRPB meetings per year (typically March and September) in
Washington, D.C. The committees on the board may meet virtually
monthly and as required year-round between the two in-person
meetings and may meet both during the work day and outside of the
normal workday.
4. Applicants for the NNRPB may begin applying immediately.
4.a. Applicant packages shall be submitted electronically at

RMKS/1. This message updates the current Reserve Sailor pay
resolution process by introducing a worksheet to increase resolution
efficiency. To best support Reserve Sailors experiencing pay issues
the Navy Reserve Force has fully integrated with Navy Personnel
Command's My Navy Career Center (MNCC). This integration established
Tier 2 role users to reserve echelon 4 commands, ensuring full
engagement of the Chain of Command (CoC). This integration with MNCC
has helped identify system issues, administrative barriers, and
process alignment issues, enabling improved responsiveness and
resolution for reserve Sailors. Additionally, Navy Reserve
established the Reserve Command Pay and Personnel Administrator
(CPPA) Pro-to-Pro Cell within MNCC to address reserve CPPA questions
with NRA CPPAs.
2. As always, pay issues should be addressed and resolved at the
lowest level possible following the process described in paragraphs
6 and 7. When resolution is not successful at the lowest level,
initial robust and accurate MNCC trouble tickets enable expedited
reviews and resolutions. Close teamwork between reserve Sailors,
reserve unit leadership, and the Naval Reserve Activity (NRA) staff
is critical to optimize ticket submission and resolution.
NRA CPPA/Reserve Pay (RESPAY) clerks will submit trouble tickets on
behalf of Sailors with all required supporting documents and
background information to ensure cases are actionable upon receipt.
3. Effective immediately, all RESPAY trouble tickets will be
submitted to MNCC via the process described in paragraphs 4
through 7 to ensure proper echelon 3 and 4 engagement and that
data metrics are captured to identify trends and issues.
4. Reserve Force MNCC Case Submission Worksheet. All CPPA/RESPAY
clerks will use the Reserve Force MNCC Case Submission Worksheet to
email pay issues to MNCC. This will ensure reserve cases are sent to
respective echelon 4 queues for oversight and action with the
correct stakeholder.
5. CPPA/RESPAY clerks will submit MNCC trouble tickets via email to
askmncc.fct(AT)navy.mil utilizing the 'Reserve Force MNCC Case
Submission Worksheet' and supporting applicable Key Supporting
Documentation (KSD).
6. For reserve Sailors in an Active Duty (AD) status, the AD
command's administrative department and CPPA are the primary pay
Points of Contact (POCs) who will work to resolve pay issues and
engage MNCC as needed. When the AD command is the Sailor's Unit
Mobilization Unit Identification Code (UMUIC) gaining command, the
UMUIC leadership shall also be engaged for assistance.
7. For reserve Sailors in a reserve status, the reserve CoC has
primary responsibilities.
a. Reserve Sailor:
(1) Inform the Unit/Training Reserve UIC (TRUIC) CoC of the
pay issue (IDT, bonus, delayed AD pay issue, travel claim, etc.)
immediately upon discovery.
(2) Engage the NRA CPPA/RESPAY clerk or responsible office.
(3) If the NRA is unable to resolve locally, confirm that
the NRA submitted an MNCC emailed or a Navy Standard Integrated
Personnel System (NSIPS) trouble ticket on your behalf.
(4) Engage the NRA for status updates.
Note: Sailors will receive periodic automated updates on case status
when reserve cases are submitted to MNCC.
b. Unit (TRUIC) CoC (Echelon 6):
(1) Engage with the impacted reserve Sailor regarding the
case status until fully resolved.
(2) Engage NRA leadership to ensure awareness and that the
issue has been logged/submitted.
c. NRA (Echelon 5):
(1) NRA CPPAs/RESPAY clerks will initiate immediate
corrective action within five business days, per ref (d).
(2) NRA will, as able, resolve pay issues locally using
available systems/processes (e.g. NSIPS help desk trouble ticket,
MNCC Reserve CPPA Pro-to-Pro Cell).
(3) If an issue cannot be resolved at the NRA-level or an
NSIPS trouble ticket is taking longer than 14-days to resolve,
escalate the issue by submitting a trouble ticket to MNCC per
paragraph 5.
d. Echelon 4:
(1) Ensure immediate corrective action is taken on all
regional MNCC Trouble Tickets in queue.
(2) Validate supporting documents and forward submitted
MNCC trouble tickets to responsible resolution stakeholders for
action.
(3) Provide weekly case updates within MNCC Tier II,
ensuring the Sailor and NRA POCs are updated with case status.
e. CNRFC RPAT (Echelon 3):
(1) The mission of the RPAT is to advocate for 100%
resolution of all pay-related reserve inquires.
(2) Review trends to identify system and process
issues to improve pay efficiencies across the force.
(3) Ensure timely corrective action is taken on all
MNCC trouble tickets forwarded from Echelon 4 queues.

RMKS/1. This NAVADMIN announces the continuance of the Selected Reserve
(SELRES) Tuition Assistance (TA) Pilot Program. It modifies and amplifies
existing policies contained in references (a) through (d) and is in effect
for all TA courses approved after the release of this NAVADMIN.
2. This pilot program is open to enlisted SELRES Sailors who meet the
eligibility criteria outlined in paragraph 4 of this message.
3. SELRES TA will be limited to a cap of 18 semester hours, 27 quarter
hours, or 270 clock hours (or any combination thereof) for each eligible
Sailor per Fiscal Year. Eligible SELRES members are encouraged to apply in a
timely manner, as funding may be limited based on the approved TA budget.
4. In addition to the TA eligibility requirements in references (a) through
(d), SELRES Sailors must also meet the following requirements:
a. Be in a pay status and a satisfactory participant in the Navy
Reserve. Voluntary Training Unit (VTU) members are not eligible.
b. Have served a minimum of three years time-in-service (active and/or
reserve) as calculated from Pay Entry Based Date.
c. Have taken the most recent advancement exam and passed if eligible
(E4-E6 only). If not Time-in-Rate eligible, must have completed Professional
Military Knowledge-Exam Eligibility for the next higher paygrade.
d. Must not be in a Duty Under Instruction Status.
e. Must have at least two years remaining from the course start date
until the End of Obligated Service or as extended.
f. Not currently authorized to receive Tuition Assistance as outlined in
references (a) through (d).
g. Be approved for participation by their Navy Reserve Activity (NRA)
chain of command via special request chit (NAVPERS 1336/3), which can be

5. Pre-screening process. Commander, Navy Reserve Forces Command (CNRFC)
will establish a SELRES TA applicant selection process and select only
qualified applicants. To be considered for SELRES TA, applicants must email

6. Applications will be screened to ensure all eligibility requirements are
met prior to pre-approval. Incomplete applications will be returned with no
action taken. Prior to pre-approval, applicants are highly encouraged to
complete the online Virtual Learning 101 training located in MyNavy Education
at https://myeducation.netc.navy.mil/webta/ and upload an education plan to
their MyNavy Education record. Upon pre-approval, the applicant will be
contacted by a Navy College representative to receive TA counseling and how
to submit a TA application in order to receive an authorized and funded
voucher. Pre-approval and TA application forwarding must occur at least
seven days prior to course start date. Sailors must not begin a TA course
prior to receiving an authorized and funded voucher.
7. Any Sailor participating in the SELRES TA Pilot Program who fails to
maintain satisfactory participation, is discharged, or transferred to the VTU
or Individual Ready Reserve prior to their TA obligation end date will be
subject to recoupment of funds.

PENSACOLA, Fla. – PENSACOLA, Fla. – During an awards ceremony, Cryptologic Technician Collection (CTR) 1st Class Emily L. Hooper was recognized by Cmdr. Peter B. Manzoli, commanding officer, Information Warfare Training Command (IWTC) Corry Station, as the 2023 IWTC Corry Station Instructor of the Year at the Corry Station Chapel, Feb. 20, 2024.
What makes this a special accomplishment, Manzoli explained is that Hooper was chosen for the Instructor of the Year award, over all the other instructors teaching at IWTC Corry Station, as a Reservist on active-duty orders.
